  The purpose of this list is to ensure that the subscription page http://lists.uqcanoeclub.net does not show any email lists that visitors can subscribe to.
  
  If it is made active, then people will be able to add themselves to this list (not terrible, but doesn't look good and is confusing).
  
  BUT if it is removed, then ALL the active lists will appear on the page and people will be able to mess things up.
  
  If no lists are nominated (or the nominated list does not exist), then PHPList makes ALL the active lists available for public sign-up!!! :(
